(DUBLIN) – Hines and APG today submitted a Strategic Housing Application to An Bord Pleanála seeking the construction of 416 new residential units at the former Bailey Gibson site on Dublin’s South Circular Road spread over a 2.18 hectare area. It signals the first important phase of the proposed redevelopment of the former Player Wills and Bailey Gibson site, which was purchased by Hines and APG in December 2018.
Phase 1 of this major development will consist of 404 new apartments, 2 duplex, 3 triplex apartments and 4 houses to be built in 5 new proposed blocks. These would range in height from 2 to 16 storeys, over single level basement on part of the site. All phases will include 10% social housing in line with statutory requirements.
A central feature of the development will be the high quality shared areas which have been recently fully re-specified to allow for the integration of social-distancing measures in the wake of the Covid-19 pandemic.
Tenant amenities will comprise over 812 sq. m. of facilities including 2 residents lounges, a gymnasium, a managed concierge area, a co-working space and an internal and external communal area and garden.
A 387 sq. m. dedicated commercial zone is also proposed, to facilitate a choice of restaurant, café or bar as well as shops, health facilities, community and arts spaces and office space for professional commercial activity are also included. The plan also proposes the construction of a 283 sq. m. childcare facility and associated play areas.
106 car and 12 motorcycle spaces will be provided at basement level including 10 dedicated disabled parking spaces. 10% will be fitted with electric charging points. 543 long-stay bicycle parking spaces will be provided comprising 315 at basement level and 228 at surface level. 84 short-stay visitor cycle spaces will be provided also at surface level.

We have work extensively with Dublin City Council to bring forward detailed building plans for the Player Wills, Bailey Gibson and St Theresa's Gardens area. This will see an integrated design approach being taken across the entire project, with the 2017 Framework Plan now updated and approved for the St. Theresa's Gardens Strategic Development and Regeneration Area. It is the first of a series of planning applications for the Framework Plan with others to follow over the next number of months. Ultimately we will see up to 1360 new homes being built by Hines and APG across our two sites with excellent amenities and extensive recreation spaces delivered in the coming years, all of which will bring significant benefit and uplift to this part of the city.”
The planning application also proposes a variety of communal open spaces spread over 5 separate areas – including a central courtyard, 2 roof terraces and 2 smaller courtyards. Access to the site will prioritise pedestrians and cyclists with a reconfiguration of existing road infrastructure and pedestrian access to reflect this.
Of the 404 new apartments, 251 will be 1-bed apartments, 134 will comprise 2-bed apartments and there will be 9 studio units, each with their own private balconies providing additional amenity space. The duplex and triplex apartments will have balconies and terraces respectively while the new 4-bedroomed houses will each have rear gardens and stand-alone car parking.
Pending planning approval, Hines hopes to commence construction in early 2021.
